About Harris County Housing & Community Development: Harris County Housing & Community Development provides life-enhancing projects and programs to residents of Harris County. IT Director Overview: The Information Technology (IT) Director manages IT staff and oversees the planning and implementation of IT projects and permanent programs for both Helpdesk Support and Business Applications Development. The IT Director is responsible for monitoring the efficiency and performance of Housing & Community Development (HCD) technology and network systems, overseeing technology infrastructure and operations, and ensuring operational support functions run smoothly. This position is responsible for maintaining partnerships with HCD staff and leadership, contracted vendors, Harris County Universal Services (HCUS) teams, and fellow Operations directors of Human Resources, Marketing, and Records Management. Additionally, the IT Director manages budget expenditures and contracts, reviews and recommends support to the Chief Operating Officer, and leading software and equipment solutions. Duties & Responsibilities: Oversight: Leadership of IT support services team and internal customer service technology programs as well as HCD's IT infrastructure including servers, networks, hardware, and software applications. Ensures assets are properly procured to meet local, state and federal guidelines. Monitors service ticket levels and trends. Advocates for technology needs and initiatives. Customer Service: Key point for escalations, troubleshooting, general IT support, and policy and procedure developments. Provides recommendations for improvements in process and technology to senior leadership. Serves as the point of contact for all projects, which involves communicating and presenting to project stakeholders, executive management, and other key project personnel to provide regular updates on project status and arising issues. Non-Technical Project Management: Researches and provides reports to leadership on opportunities to develop process improvements. Initiates internal IT initiatives and special projects such as SharePoint, website and intranet, secure printing, and regular trainings and job aids, with consideration to the customer first. Develops implementation and communication plans, project estimates, project schedules, and resource allocation. Data and Development: Manages data analysis and reporting environment, including evaluating and recommending appropriate tools and technologies. Ensures that HCD data infrastructure and systems remain safe and optimized for analytics, and data sharing. Manage internal development team and relationship with case management application vendor, CaseWorthy, including project schedules and budget deadlines. Management and Compliance: Monitors budgeting, spending activities, and purchase orders to ensure technology expenses are correctly anticipated and accounted for. Manages the integration of vendor tasks, and tracks and reviews vendor deliverables. Ensures compliance with HCUS requirements and best practices and proposes policy for HCD around updated quality standards. Other duties as assigned.
